Elections 2023: Colorado Senators Steve Fenberg and Barb Kirkmeyer debate Prop HH

The last three years have seen a dramatic rise in home values in Colorado, a 40% median increase. The gain in value comes with an increase in property taxes.  Proposition HH would reduce the residential property tax assessment rate and exempt a portion of a home’s value from taxation. It would also reduce potential refunds from the Taxpayer Bill of Rights or TABOR, a state constitutional amendment that limits growth in state spending and loosens that growth limit.

The Democrat-controlled state legislature — with support from Democratic Governor Jared Polis — put HH on the ballot this November. For details and a discussion of the pros and cons, we have two state senate colleagues in the studio. Speaking in favor of HH is Steve Fenberg is a Democrat representing Senate District 18, based here in Boulder. He is also the current Senate President. Speaking in opposition to HH is Barb Kirkmeyer a Republican representing Senate District 23 which includes western Weld and Eastern Larimer counties, as well as part of northeast Boulder county. She is also the current Senate Minority Whip. KGNU’s Sam Fuqua facilitates the debate.
