Capitol Coverage: Raise the Bar (Debate)

Should it be more difficult to change Colorado’s constitution? Supporters of Amendment 71 known as raise the bar, say the constitution is too easy to change, and becomes a testing ground for outside special interests. Meanwhile grassroots groups think making it more difficult to change will diminish the voice of the people. Here is a debate on the issue hosted by Colorado Public Television.
